集体林地林农激励机制研究

摘　　要：集体林地是我国乡村的重要生产资料之一。随着我国生态文明建设和乡村振兴战略的推进,集体林地的现代林业建设重要性日益突显,针对集体林地林农激励工作越来越重视。本文从原则、策略、建设和措施四个方面对集体林地林农激励机制的构建进行分析,认为集体林地林农激励机制可以概括为林地流转激励机制、林地投入激励机制、林地经营保障激励机制和林地监督服务激励机制,并作出分析,以期为集体林地林农激励机制中的要素构建提供借鉴。Collective forestland is an important means of production in China's rural ares. Significance of modern forestry development on collective forestland has been increasing along with the advance of eco-civilization construction and rural revitalization strategy and incentives for foresters of collective forestland have got more and more attention. In this paper, a study was made on establishment of the incentive mechanism for foresters of collective forestland from aspects of principles, strategies, construction and measures. It was held and analyzed that the mechanism could be generalized into forestland circulation incentive mechanism, forestland input incentive mechanism, forestland management guarantee incentive mechanism and forestland supervising service incentive mechanism. The study could provide reference for developing the main elements in the incentive mechanism for foresters of collective forestland.
