加强农村社会养老保险政府财政责任的对策建议

摘　　要：农业为我国经济的发展做出了巨大的贡献,农民的养老问题理应是我国政府的责任。但因为受到政策制度不健全,社会资金介入以及政府自身能力的影响,导致无法更好的履行应有的责任。本文分析认为,各级政府应该明确在农村社会养老保险中的财政责任,构建农村社会养老保险养老金替代率不断提高的机制,建立个人比例缴费制,建立地方财政比例补贴制,完善出台城乡社会养老保险一体化制度等对策。Agriculture has made great contributions to the development of the economy,and the pension of farmers should be the responsibility of the government.However,due to the imperfect policy system,the intervention of social funds and the influence of the government's own ability,it is impossible to better fulfill its responsibilities.Therefore,it is necessary to take measures to clarify the government's financial responsibility in rural social endowment insurance,to build a mechanism for increasing the replacement rate of rural social endowment insurance,to establish a personal proportional contribution system,to establish a local financial proportional subsidy system,and to improve the introduction of an integrated system of urban and rural social endowment insurance.
