落实新《水土保持法》推进长江流域水土保持生态文明建设的思考

摘　　要：新《水土保持法》施行以来,长江流域各级水行政主管部门依法履职,强化监管,水土流失面积和强度持续稳定减小,水土保持工作成效显著。围绕"共抓大保护""打赢脱贫攻坚战"重大战略,长江流域水土保持应着力抓好开展水土保持目标考核和责任追究、开展长江经济带生产建设项目水土保持专项执法、加强水土保持重点工程建设监管等。Since the implementation of the new Law of Soil and Water Conservation,the water administrative departments at all levels in the Yangtze River Basin have performed their duties in accordance with the law and strengthened supervision.As a result,the area and intensity of soil erosion have continued to decrease steadily,and the soil and water conservation work has witnessed remarkable results.In line with the strategies of"Grand protection of the Yangtze River by joint efforts"and"Winning the Fight Against Poverty",the soil and water conservation in the Yangtze River Basin should focus on such aspects as performance examination against set targets and accountability,water and soil conservation law enforcement specially for the production and construction project,and supervision of water and soil conservation over key developmental projects.
