乡村文化振兴:基层软治理与公共性建构的契合逻辑

摘　　要：文化是社会进步的标志,文化振兴是乡村振兴之魂,乡村文化振兴是一个持续运转及创生性转化的过程。在文化与治理对接中,文化既是治理的对象,又是柔性管理的基础平台。乡村振兴作为中央顶层设计战略中的重要一环,是对传统"打工潮"的反向推动。"打工潮"造成了人和自然间的循环路径被人为切断,乡土文化的断裂加速了村庄共同体的解构。同时,政府部门利益的无序分治和官员的自利性在一定程度上造就了文化治理的科层悖论。乡村文化的治理转型将是一种必然,文化和社会的相互契合面临着传统文化基底的失序与公共性重建的价值定位。因此,乡村振兴战略中的文化软治理,要重构公共文化治理的执行空间,厘定乡土社会公共规制和乡规民约的运行基础。Culture is the symbol of social progress, and cultural revitalization is the soul of rural revitalization, which is a process of continuous operation and creative transformation. In the docking of culture and governance, culture is not only the object of governance, but also the basic platform of flexible management. As an important part of the top-level design strategy of the central government, Rural Revitalization is a reverse impetus to the traditional "work tide". The "tide of working" has resulted in the artificial cut-off of the circular path between man and nature, and the rupture of local culture has accelerated the deconstruction of the village community. At the same time. To some extent, the disorderly division of government departments'interests and the self-interest of officials have led to the paradox of cultural governance at the level of science. The governance transformation of rural culture will be inevitable. The mutual integration of culture and society is facing the value orientation of the disorder of the traditional cultural base and the reconstruction of public character. Therefore, the soft governance of culture in the strategy of Rural Revitalization should reconstruct the executive space of public cultural governance and define the operational basis of public regulation and folk conventions in local society.
