摘　　要：最新的技术手段尤其是智能技术和生化技术应用于公共治理领域,经过大众传媒的渲染,引发了公众的普遍关注,人们尤其担忧新技术被用于极权,这种担忧在西方敌托邦文艺作品中得到细致的刻画,尤其是电影《终结者》《黑客帝国》《冲出克隆岛》以及小说《一九八四》《美丽新世界》。运用智能技术和生化技术进行规训和洗脑的效果并未得到科学检验的认可,效力强大的智能操控和生化操控是不存在的,恐怖想象的流行有深层次的原因,主要在于商业考虑、意识形态攻击和种族歧视。从根本上说,科学技术并非极权的帮凶,而是解放性的力量。但是,在阶级社会中,科学技术有可能被权力者利用为极权服务,因此要在技术治理再治理的框架下,防范智能治理和生化治理的政治风险。The latest technological innovations,especially intelligent technology and biochemical technology,have been used in the field of public governance,which has aroused public concerns after the wide coverage of the trend by media outlets.The public are concerned about the role of new technologies in supporting totalitarianism,which is vividly described in western dystopia literature and art.The all-powerful intelligent control and biochemical control actually do not exist,and there are in-depth reasons for the imagined horror of such technologies.Science and technology are not the accomplice of totalitarianism,but the power of liberation.We should prevent the political risks of intelligent governance and biochemical governance under the framework of re-governance of technical governance.
