摘　　要：当前,农村土地新的经营主体虽已形成,但农村土地承包经营权在使用过程中矛盾重重,我国在承包经营权退出也进行了部分试点,但因制度缺陷、标准不足、政策缺失、激励不够等问题依然较多,基于现状,针对退出原则,确定退出条件,构建了理性高效的强化科学支撑、修改调整法规、制订科学标准、完善保障机制的承包地有偿退出体系。At present, although the new business entities of rural land have been formed, the rural land contractual management rights have many contradictions in the process of use. China has also carried out some pilots in the withdrawal of contractual management rights, but due to institutional defects, insufficient standards, lack of policies,insufficient incentives and so on, there are still many problems. Based on the status quo, this paper determined the exit conditions for the exit principle, and constructs a rational and efficient scientific support, revision and adjustment of laws and regulations, development of scientific standards, and improvement of the guarantee mechanism.
