摘　　要：信息化时代带来的网络风险成为未成年人网络犯罪的主要诱因,面对网络风险社会,网络犯罪未成年人具有双重属性,既是犯罪人,又是受害者。采取"分类+分级"的模式对未成年人网络犯罪予以划分,制定个性化未成年人矫正方案,构建"小政府+大社会"的社区矫正工作机制,对预防未成年人犯罪,避免未成年人重新犯罪,贯彻落实新时代"治本安全观"有重要意义。The network risk brought about by the information age has become the main inducement of the minors network crime.In the face of the network risk society,the minors have dual attributes and are both criminals and victims.The"classification+classification"model is adopted to classify juvenile cyber crimes,formulate individualized juvenile correction programs,and establish a"small government+large society"community correction work mechanism to prevent juvenile crimes and prevent minors from committing crimes again.It is of great significance to implement the concept of security in the new era.
