摘　　要：当前,全国城市管理执法体制不统一的现象非常突出。本文按照城市管理领域职能的综合范围、城市管理执法职权的综合范围、城市管理部门与城市管理执法部门之间的行政关系将各地综合执法体制分为六种不同类型,并根据城市管理职权的完整性、城市管理综合行政执法的专业性等标准对六类城市管理综合执法体制做了比较,发现六种综合执法体制类型各有局限,需要根据各个城市的具体情况及面临的不同问题在城市管理专业化分工与城市综合管理要求之间做出权衡。Since the State Council set up the national administrative authority for urban management and law enforcement in 2015 , the disorder of the national urban management and law enforcement system has become more noticeable. In accordance with the comprehensive scope of functions in the field of urban management, the comprehensive scope of urban management law enforcement authority,and the administrative relationship between the urban administrative department and the urban administrative law enforcement department, the comprehensive law enforcement system of urban management throughout the country can be divided into six different types. According to the standards of the integrity of urban management authority and the specialty of the comprehensive administrative law enforcement of urban management, this paper makes a comparison among the six types of urban management comprehensive law enforcement system. It finds that different types of urban management comprehensive law enforcement system have their limitations. It is necessary to make a balance between the specialization of urban management and the requirements of comprehensive urban management according to the specific situation of each city and the different problems it faces.
