摘　　要：21世纪以来,中央出台了福利型、公益型、保障型、保险型和培育型惠农政策共计120多项,推动了农业发展,改善了农村环境,提升了农民生活水平。但是,随着惠农政策的增多和累积,政策体系紊乱、政策分散、临时性政策频现、农民参与缺乏等问题逐渐增多,乡村发展亟须国家战略统筹和战略部署。适时提出、全面部署、分步推进的乡村振兴战略,成为新时代乡村发展的关键。以既有的"政策惠农"为基础,乡村振兴战略可以在与惠农政策的"双向型"互动、"多向型"互动以及"网状型"互动中,将战略具体化为城乡融合发展的体制机制和政策体系,这是当前乡村振兴的关键。Since the 21 st century, the central government has issued more than 120 policies, including welfare-oriented, public welfare-oriented, security-oriented, insurance-oriented and cultivation-oriented policies of benefiting peasant. These policies promote the agricultural development, improve the rural environment and raise the living standards of peasants. However, with the increase and accumulation of policy of benefiting peasant, problems such as policy system disorder, policy decentralization, frequent and temporary policies, and lack of peasants’ participation are gradually increasing. Rural development urgently needs national strategic coordination and strategic deployment. The timely raising, comprehensive deployment and step-by-step implementation of Rural Revitalization Strategy has become the key to rural development in the new era. Based on the existing policy of benefiting peasant, the strategy of Rural Revitalization can be concretely transformed into the system mechanism and policy system of urban-rural integration and development in the "two-way" interaction, the "multi-way" interaction and the "network" interaction with the policy of benefiting peasant, which is the key to the current rural revitalization.
