摘  要:国家接连出台的一系列规范性文件从法治角度对防范、惩治校园欺凌提供了科学、详尽的制度依据,但在学生参与的环节上,却显得有些弱化,存在可以改进的余地。根据校园欺凌治理于不同阶段的具体特点,可在思想和制度设计上有针对性地增强学生参与,通过各种细节化的举措形成"严防死守"之势,以切实增强现行规范性文件的治理效果,最终为我国在校青少年儿童的学习、成长环境提供一个和谐、良好的长效性制度保障。A series of normative documents issued by the government have provided a scientific and detailed institutional basis for preventing and punishing campus bullying from the perspective of the rule of law. However,in the part of student participation, it seems to be weakened, and still there is room for improvement. According to the specific characteristics of the school bullying governance at different stages, students can participate in the disciplining in a targeted manner in the aspect of students ’ thoughts and educational system, and form a" strict defense" campaign through various detailed measures to effectively enhance the governance effect of the current normative documents. In the end,it will provide a harmonious and long-term institutional guarantee for the environment of students’ study in our country.
