摘　　要：文章首先对铁路经营管理模式进行阐述,从职责分布不明确、管理方式不合理、管理人员素养有待提升三个方面入手,对铁路建筑项目管理存在的问题进行解析,并结合工程案例,提出地方铁路运营管理模式的方案选择对策。This article first elaborates on the railway operation and management mode, and proposes that unclear distribution of responsibilities, unreasonable management mode, low quality of managers, the three aspects, need to be promoted. It analyzes the existing problems in railway construction project management, and puts forward the ways to select schemes of local railway operation and management mode combined with engineering cases.
