财经政法类高校科研效率评价探究——基于数据包络分析法

摘　　要：基于数据包络法,对2012—2017年30所财经政法类高校的科研效率进行评价研究。从静态角度看,财经政法类高校的科研活动总体效率不高,仅36.67%的高校为DEA有效,纯技术效率低、规模效率低是影响高校非DEA有效的主要原因。从动态角度看,财经政法类高校的科研资源配置总体效率呈衰退趋势,内部科研管理技术水平保持稳定,而规模效率趋于衰弱。从财经政法类高校的个体来看,仅有两所财经政法类高校科研效率较高,且科研资源配置趋于优化。Based on the method of DEA (data envelopment analysis), this paper carried out an evaluation study on the scientific research efficiency in 30 universities of economics and law from 2012 to 2017.On the one hand, the overall level of scientific research efficiency in target universities is not high from the static perspective, and only 36.67 percent universities have effective DEA value during the six years, which is mainly due to inefficient pure technical efficiency and lower scale efficiency. On the other hand, the allocative efficiency of scientific research resources shows a declining tendency from the dynamic perspective, and the internal management level of scientific research stays stable, while the scale efficiency tends to wane. Moreover, there are only two target universities being developing with higher scientific research efficiency and better allocation of resources.
