中澳关系中的中国大陆新移民:国家安全的威胁?

摘　　要：冷战时期,华人移民与国家关系问题主要表现在东南亚地区,中国威胁论与华人威胁论互为牵扯,困扰着华人与中国及其住在国的国家关系。冷战结束后,随着中国的和平发展以及海外大陆新移民人数的逐渐增多,西方世界对于中国的焦虑和对大陆新移民的担忧也在逐浪上升,表现在大陆新移民与中国—澳大利亚关系方面的,则是近年来澳大利亚政府人士和媒体舆论有关中国和大陆新移民关系的不恰当联想。那么,在当前国际背景中,如何客观公正地看待大陆新移民与中国的经济文化联系,如何理性辩证地评价大陆新移民之于住在国国家安全的积极影响和消极因素,需要厘清移民与住在国国家安全的真实涵义,即所谓的"国家安全的威胁"是真实存在的,抑或虚拟想象的?本文以中国大陆新移民为研究对象,分析澳大利亚政界和媒体担忧的所谓"中国威胁"以及由此衍生的"华人威胁"是否真实存在。Insofar as the topic of Chinese immigrants and the inter-country relations in the Cold War period is concerned,Southeast Asia should be an important region to be explored. Different arguments and contestations such as "threat from China"and"threat from ethnic Chinese"intertwined while complicating the relationship between ethnic Chinese and China as well as with the host societies they resided. With the end of Cold War,especially with the peaceful rise of China over the past decades and the gradual increase of new Chinese immigrants from China's Mainland,the west world has been becoming very anxious about China and their concerns over the Chinese new immigrants are serious. Regarding new immigrants from China's Mainland and their roles played in the bilateral relations between China and Australia,the most debatable point is the weird imagination about new Chinese immigrants and China,which has widely been reported and circulated among the Australian government officials and news media over the past few years. How could we,from an objective and impartial perspective,examine the economic and cultural connections between new Chinese immigrants and China against current international background? How could we evaluate the positive influence and negative impact triggered by new Chinese immigrants on the national security of host country in a rational and dialectical way? No doubt,the real consideration behind the debates over the immigrants and national security needs to be examined,and we need to find out that the so-called "threat to the national security"is a real one or a fictitious story. This article analyzes contestations such as "threat from China"and "threat from ethnic Chinese"which the Australian politicians and news media are concerned very much with a focus on the new immigrants from China's Mainland. Whether there are threats from China or from ethnic Chinese,it will give answer.
