论湖南农村普惠金融发展状况与法律保障路径

摘　　要：随着农村金融创新和农村普惠金融发展战略推进,湖南农村金融的普惠度与益贫性有了提高。但湖南农村金融的覆盖面、可获得性、满意度还有待提高,湖南农村普惠金融发展还存在一些突出问题。影响湖南农村普惠金融发展问题的重要因素之一在于法律保障不完善。优化法律保障是推进湖南农村金融普惠发展的重要路径。为此,应以普惠理念指导现行金融法律变革,重构湖南农村普惠发展规范保障体系,构建主要保障制度和实施机制,从而优化湖南农村普惠金融发展的法律保障,为湖南农村普惠金融助推农村精准脱贫与全面小康社会建设长效机制构建奠定坚实的法制基础。Accompanied by propulsion of the strategy of rural financial innovation and promoting rural financial development,the inclusive and pro-poor has been improved in Hunan Province.But the rural financial coverage,availability,satisfaction is not high,and there are still some outstanding problems.It is one of the important reason that legal regulation of rural financial inclusivion is not perfect.Strengthening the legal regulation is an important path to promoting its development in Hunan Province.Therefore,Hunan Province should be reformed with inclusive concept to guide the current financial laws,reconstruct legislation safeguard system of rural financial inclusivion,improve the system of regulation system and implementation mechanism,so as to optimize legal regulation of rural financial inclusivion,build a solid law foundation for development strategy of rural financial inclusivion,to promote rural precision out of poverty by rural finance,and to construct a comprehensive well-off society.
