农户机械化秸秆还田技术采纳行为的地区差异性分析——基于苏、鲁、黑三省农户调研数据

摘　　要：利用江苏、山东、黑龙江三省六县628农户的调查样本数据,分析不同经济发展水平及自然条件地区农户机械化秸秆还田技术采纳行为与当地政府政策实施情况的现状。结果表明,不同地区的农户秸秆利用方式、秸秆还田认知以及当地政府政策执行力度均存在明显差异,其中黑龙江省相对其余两省而言,秸秆还田采纳率较低,政策执行力度也较弱。在构建二元选择模型实证评估不同地区秸秆还田政策的效果后,结果发现政府对秸秆利用情况的核查在江苏省及山东省发挥积极作用,而秸秆还田补贴及技术培训在黑龙江省发挥积极作用。政府需进一步推行秸秆还田相关政策,并对不同地区着重推行不同种类的政策以提升当地农户秸秆还田采纳率。This paper uses the survey data of 628 farmers in six counties of Jiangsu Shandong and Heilongjiang provinces to analyze the current situati on of farmers' mechanized straw returning tech no logy adopti on and local gover nment policy implementation in regions of different economic development levels and natural conditions.The results show that there are significant differences in farmers' straw treatment methods,straw returning knowledge and local government policy implementation in different regions.In Heilongjiang Province,the adoption rate of straw returning is lower than that of the other two provinces,and the implementation of policies is also weak.After constructing a Bin ary Logistic model to empirically evaluate the effects of different straw returning policies in different region.it is found that the government s verification of straw treatment played an active role in Jiangsu Province and Shandong Provinee,while straw returning subsidies and technical training were played an active role in Heilongjiang Province.The governments need to adopt further relevant policies for straw returning to the field,and adopt different policy combinations of different methods and enforcement to enhance the adoption rate of local farmers' straw returning.
