摘　　要：多式联运是一种高效的运输组织形式,也是未来交通运输的发展方向。如何使铁路多式联运能更好地适应无缝运输组织发展的需要,提高不同运输方式的衔接效率,降低社会物流成本是当前及今后国民经济和社会发展亟需解决的关键性技术问题,具有重要的现实意义。提高整个多式联运物流系统的运行效率,首先应该对多式联运物流系统进行评估。本项目首先对铁路多式联运物流系统进行业务流程分析,全面掌握系统内外的服务行为、生产过程时间、成本、信息流等物流要素的流动过程;然后基于业务流程进行系统外部的服务质量评估和系统内部的生产效率评估;根据评估的结果,得到服务质量的关键要素和效率运行的瓶颈点,进而提出多式联运系统保障管理措施。Multimodal transport is an efficient form of the transport organization and the future direction of transportation. How to make the railway multimodal transport better adapt to the needs of the development of seamless transport organization,improve the connection efficiency of different modes of transport,and reduce the cost of social logistics are key technical issues that needs to be solved urgently in the current and future national economic and social development,which have an important practical significance. To improve the operational efficiency of the entire multimodal transport logistics system,the multimodal transport logistics system should first be evaluated. Firstly,This special project analyzes the business process of the railway multimodal transport logistics system,comprehensively grasps the flow of logistics elements such as service behavior,the time of the production process,cost,information flow, etc,from inside and outside of the system;Then,making assessments of the service quality of the external system and the internal production efficiency based on the business process;according to the results of the assessment,the key elements of service quality and the bottlenecks of efficiency operation are obtained,and then propose the management measures of the multimodal transport system.
