摘 要:通过对Z市206个基层腐败案例进行分析,发现基层腐败呈现农业领域发生腐败的情况较多、基层领导职权易失控、基层腐败涉及领域广且类型多样、基层经济腐败多且呈现"小官巨贪"趋势、法律惩处基层腐败力度不强的特征。基层腐败产生的原因包括对基层公权的制约不足、评定基层干部的标准失衡、非正式制度的诱因等。进一步完善预防基层腐败的机制构建应采取以下措施:加强廉政教育的引导,加强法律法规惩处的震慑,加强农业领域的资金监管,完善公众参与基层监督机制,按照适用的原则尝试建立基层干部财产公示申报机制,建立基层干部任期交叉机制和基层干部任职民主评议机制。An analysis of the 206 corruption cases from the bottom level of City Z leads to the discovery that corruption is mainly concentrated within the area of agriculture,that leadership power is likely to go out of control,that corruption at the bottom level is involved in different areas and of a large variety,that colossus corruption going with minor officials is on trend with numerous cases of corruption,and that legal punishment against corruption at the bottom level is insufficient.Corruption at the bottom level arises out of the insufficient restriction of public power thereof,imbalance of the standard for the assessment of bottom-level officials,and irregular mechanisms etc.The following measures are proposed for further construction of the mechanism against corruption at the bottom level:strengthening the guidance of integrity education,strengthening the deterring power of laws and regulations,strengthening the supervision of funds within the area of agriculture,perfection of the mechanism for the public to take part in supervision at the bottom level,establishment of the disclosure of personal properties of officials at the bottom level abiding by the principle of adaptability,and the establishment of the mechanism of exchanging officials during their term of office and democratic assessment mechanism for the performance of such officials.
