冷战中后期日美电子技术的崛起及其启示

摘　　要：20世纪60年代中叶,在国内外多因素的共同作用下,日本政府着手鼓励自身电子技术的发展,并逐步依托相关技术建立起可同美国比肩的强大产业集群。然而出于国家安全等因素的考虑,美国政府对日本技术产业进行了多轮贸易调查与磋商,并通过一系列手段削弱了日本电子技术及其产业的市场竞争力。随着日本电子技术市场的日渐衰落,美国政府与企业界采取多种方式快速扩展自身市场份额,最终实现了美国电子产业的复兴。在当前中美科技产业争端不断发酵的大背景下,分析日美电子技术及其产业的发展路径与规律,或可为我国解决相关经贸纠纷、促进电子技术及其产业的转型升级提供有益借鉴。In the mid-1960s , Japanese government initiated to develop electronic technologies with the inner and outer effects, and successfully built up several giant industrial clusters which could compete with the US Corporations. However, detection and negotiations which focused on Japanese industries were adopted by the US government with the considerations of national security , besides, the US government had employed several measures to weaken the competitions of Japan's electronic technologies and industries. As the Japanese withdrawing, the US offices and companies used different kinds of ways to expand their territories and win the battle. Today, under the developments of the technological disputes between China and US, evaluating the routes of both countries' electronic technology may help us to solve the disputes of economy and trade while promote electronic technology and its industrial transformation and upgrading.
