基于利益相关者视角的基本医疗保险移动支付SWOT分析

摘　　要：作者利用利益相关者理论对基本医疗保险移动支付主要利益相关者进行界定,包括政府(医保局、人社部门、卫生行政部门)、医保经办机构、试点医院、医务人员、患者、第三方社会资源(第三方支付机构、商业保险公司、互联网医疗企业、国有金融机构)。将利益相关者分析引入SWOT分析法,剖析基本医疗保险移动支付业务推进中的优势、劣势、机遇与挑战,据此提出保障基本医疗保险移动支付健康可持续发展的对策建议。This paper defined the main stakeholders of basic medical insurance mobile payment using the stakeholder theory, namely the government (medical insurance bureaus, human resources and social insurance authorities, and healthcare regulators), medical insurance agencies, pilot hospitals, medical workers, patients, and third-party social resources (third-party payment entities, commercial insurers, web-based medical enterprises, and state-own financial institutions). SWOT analysis is used in analysis of stakeholders, to uncover the strength, weakness, opportunity and threats in advancing basic medical insurance mobile payment, thereby proposing how to guarantee the healthy and sustainable development of such mobile payment.
