摘　　要：土地流转和农业适度规模经营是发展现代农业的必由之路。针对制约西安农村土地流转规模与速度的因素,提出了政府部门大力发展农村集体经济,营造适宜的制度与政策环境,搭建资源平台,加强业务指导,规范监督管理,重视统筹规划以及充分发挥政策引领作用等建议。The only way to develop modern agriculture is realizing land circulation and appropriating scale management of agriculture.Based on factors affecting scale and speed of rural land transfer in Xi'an,sevral countermeasures were put forward which included creating an appropriate institutional and policy environment for development of the village collective economy,building a resource platform,strengthening business guidance,standardizing supervision and management,attaching importance to overall planning,and giving full play to the leading role of policies.
