摘　　要：智库公共外交的核心是思想的双向对等交流和舆论传播,其功能包括:塑造和影响舆论,在国际舆论空间提升国家意识形态权力;加强理解,增进互信,提出思想建议,助推政府外交。智库公共外交实现影响力的机制在于通过弥散性的意识形态权力和其在公共政策舆论场的舆论聚散核心地位,实现思想向权力的转化。其传播模式可以分为双向对等传播模式和以我为主的融合传播模式。中国智库公共外交要取得良好成效,还有待于加强中国特色新型智库建设,以人才为核心提升智库思想的创新能力,通过智库公共外交理论深化和实践探索,不断提升传播效果。The core of think tank's public diplomacy lies in the two-way communication and public opinion communication.Its functions are to influence public opinion, to increase the national ideology power in international public opinion arena, to enhance understanding and mutual trust, and to put forward policy advice to promote government diplomacy.The mechanism for think tank's public diplomacy to exert influence is the transformation of thoughts to power, by the diffusion of ideological power and its core position to influence public opinion in public policy opinion filed.The communication model of think tank's public diplomacy falls into two parts, which is two-way symmetric communication model and think tank-dominated convergence communication.For Chinese think tank's public diplomacy to achieve excellent effects, it requires the comprehensive development of a new type of think tank with Chinese characteristics, enhancing creativity in think tank's thoughts with the talent as the core, increasing communication effects of think tank's public diplomacy in practices by deepening the theory.
