The Agreement of "Comfort Women" Issue:The Policy Stance of ROK and ROK-Japan Relations

摘　　要：笔者从"慰安妇问题协议"研究入手,梳理韩国在"慰安妇"问题上的政策立场,进而探讨韩国对日外交及韩日关系发展走向。为推动"慰安妇"问题的解决,2015年12月在韩日双方多重努力下,两国政府达成"慰安妇问题协议"。然而韩日两国在落实协议过程中产生矛盾与分歧。韩国文在寅政府执政后,对"慰安妇问题协议"持有异议,并事实上采取了搁置方式。透过"慰安妇问题协议"可以发现,韩国政府是出于综合性战略考量来展开对日外交的。"慰安妇"问题并不能从根本上决定韩日关系发展走向。The article analyzes the agreement " comfort women" issue ROK and Japan signed and ROK’s current policy stance on that issue,and explores the trend of ROK’s diplomacy towards Japan and the ROK-Japan relations.In order to resolve the "comfort women" issue,ROK and Japan,after having made joint effort,reached an agreement on the "comfort women" issue in December,2015.However,disputes and controversies have arisen in the implementation of that agreement.Since ROK President Moon Jae-in took office,the ROK government has changed the policy stance toward the agreement,actually having shelved its implementation.Through the "comfort women issue agreement",it can be found that the ROK government are conducting its diplomacy toward Japan based on comprehensive strategic considerations,and the " comfort women" issue cannot determine the basic trend of ROK-Japan relations.
