摘　　要：新时期,党中央已将农业农村农民问题提升到事关国计民生的战略高度,明确指出今后一段时期全党农村工作方向。农业在国家战略中处于重要地位,那么如何结合本地的农业战略地位,从宏观和微观角度审视处理新型城镇化和农村劳动力转移之间的辩证发展关系就成为贯彻实施习近平主席"乡村振兴"战略的关键。本课题从分析农业社会特征入手,结合新型城镇化特点指出农村劳动力转移进程中存在的问题,进而从宏观和微观角度提出解决问题的基本思路和具体建议。In the new era, the Party Central Committee has raised the issue of agricultural and rural farmers to a strategic level that concerns the national economy and peoples livelihood, and clearly pointed out the direction of the whole Partys rural work in the future. Agriculture plays an important role in the national strategy, so how to combine the local agricultural strategic position and examine the dialectical development relationship between the new urbanization and the transfer of rural labor force from macro and micro perspectives becomes the key to the implementation of President Xi Jinping's " rural revitalization" strategy. Starting with the analysis of the social characteristics of agriculture and the characteristics of new urbanization, this paper points out the problems existing in the process of rural labor transfer, and then puts forward the basic ideas and concrete suggestions to solve the problems from the macro and micro perspectives.
