内蒙古城乡二元经济结构与构建新型城乡关系探究

摘　　要：内蒙古地区的城乡二元经济结构成为影响区域经济转型和产业升级的重要因素。城乡二元经济结构形成的原因在于:历史上城市形成的历史较晚,城乡关系不密切;中华人民共和国成立后的户籍制度影响了城乡之间人口和经济资源的自由流动;产业发展不平衡和经济发展速度超过城镇化速度;经济发展与社会发展不协调等。当前二元经济结构下城乡关系表现出城乡经济发展不平衡、城乡居民收入不平衡、城乡居民社会保障不平衡、城乡居民消费不平衡和城乡居民就业不平和等特征。破解二元经济结构,构建新型城乡关系就要加快推进相关行政制度改革、构建统一城乡市场、加快推进城镇化步伐和加快农牧业经济结构调整。The urban-rural dual economic structure in Inner Mongolia has become an important factor affecting regional economic transformation and industrial upgrading.The reason for the formation of urban-rural dual economic structure is:the history of urban formation is late in history,and the urban-rural relationship is not close;The impact of the household registration system after the founding of the People’s Republic of China;Unbalanced industrial development and so on.Under the current dual economic structure,urban-rural relations are characterized by unbalanced economic development between urban and rural areas,unbalanced income between urban and rural residents,unbalanced social security between urban and rural residents,unbalanced consumption between urban and rural residents,and unequal employment between urban and rural residents.To break the dual economic structure and build a new type of urban-rural relationship,we must accelerate the reform of relevant administrative system,build a unified urban-rural market,accelerate the pace of urbanization and accelerate the adjustment of agricultural and animal husbandry economic structure.
