摘　　要：英国《公共图书馆法1850》是世界范围内公共图书馆领域的第一部国家立法,具有重大的开创意义。但受时代局限,这部法案在设置主体、设置方式、经费获取与使用三个主要方面存在着一些制约公共图书馆事业发展的障碍。1850年到1919年是英国公共图书馆立法史上立法活动最为频繁的一个阶段。在这一阶段中,英国政府通过拓展设置主体的范围、放宽经费获取和使用条件的限制、简化设置程序等主要方式消除了阻碍英国公共图书馆事业发展的各种限制因素,促进了英国公共图书馆事业的快速发展。The Public Library Law 1850 is the first national legislation in the field of the public library in the world,and it is of great significance.However,under the limitations of the times,there are some obstacles to the development of public libraries cause in the three main aspects of the responsible body,the way of setting up,the acquisition and use of funds.From 1850 to 1919,the legislative activities in the history of British public library legislation were the most frequent.In this stage,the UK government has eliminated various restrictive factors that hindered the development of UK public libraries by expanding the scope of the responsible body,loosening the limits of access to funds and using conditions,and simplifying the setting procedures,and promoted the rapid development of the public library in the UK.
