集体林改中林业金融贷款制度改革探析——以福建省武平县和永安市为例

摘　　要：【目的/意义】用以解决阻碍集体林改中林农反映比较强烈的资金来源问题。【方法/过程】通过查阅大量文献、书籍和统计年鉴,采用对林业部门工作人员与林农进行问卷调查和访谈等方法,查找林改后林农信贷供需之间的矛盾,针对福建省武平县和永安市普惠林业金融贷款制度改革进行调查研究分析。【结果/结论】调查研究分析得出林业金融贷款制度需要改进的问题有贷款期限短、程序繁琐、担保风险大、反担保遇到阻碍等,提出降低贷款利率、延长贷款周期、延续贷款的持续性、简化相应程序、适当降低担保金、放大贴息范围、创新林权证反担保措施等改革建议。【Objective/Meaning】It is used to solve the problem of financing sources which the forest farmers response strongly in the process of obstructing collective forest reform.【Methods/Procedures】By consulting a large number of documents,books and statistical yearbooks,using the methods of questionnaire survey and interviews between forestry department staffs and forest farmers,the contradiction between supply and demand of forest farmers’ credit after forest reform was found,the research and analysis on the reform of inclusive forestry financial loan system in Wuping County and Yong’an City of Fujian Province were carried out.【Results/Conclusions】According to the investigation and analysis,this paper concluded the problems that need to be improved in forestry financial loan system were short loan term,cumbersome procedures,high guarantee risk,obstacles of anti-guarantee,etc.Some reform proposals were put forward,such as reducing loan interest rate,prolonging loan cycle,continuing loan sustainability,simplifying corresponding procedures,appropriately reducing guarantee funds,enlarging discount scope,innovating anti-guarantee measures of forest warrant,etc.
