建设宁波自由贸易港服务“一带一路”的对策研究

摘　　要：宁波建设自由贸易港,有利于加速推进"一带一路"综试区建设,成为宁波融入"一带一路"建设的重要抓手。与国内其他先进城市相比,宁波要建设自由贸易港,还存在对外开放程度需要加深、贸易发展质量有待提升、贸易流通方式落后、贸易主体不强、贸易便利化程度不高等问题。建议从全局高度、规划建设高能级开放平台,进行区域整合、开展体制机制创新、加强对自由贸易港申报、建设工作的顶层设计和统筹推进。The construction of a free trade port in Ningbo is conducive to speeding up the construction of the belt and road comprehensive experimental zone and becoming an important starting point for Ningbo's integration into the belt and road construction. Compared with other advanced cities in China, Ningbo needs to deepen its opening to the outside world and solve the problems like low quality of trade development, backward trade circulation mode, weak trade subjects and low degree of trade facilitation to build a free trade port. It is suggested that a high-level open platform should be planned and constructed from a global perspective, top-level design and overall promotion of the declaration and construction of free trade ports should be strengthened, and push forward reforms of regional integration, institutional innovation.
