摘  要:岗位管理制度是事业单位的基本管理制度之一。但实践中,一些事业单位仍未实现因事设岗、人岗相适、以岗定薪、岗变薪变的管理目标,岗位管理制度的有效性有待提高。以专业技术岗位为例,从制度设计的合理性、制度的执行、制度的自我更新性三个方面看,岗位管理制度存在制度的外生性、岗位设置偏离实际需要、岗位聘用难以落实、岗位管理缺乏弹性等问题。在制度有效性视角下,完善专业技术岗位管理制度,应创新政府管理方式,促进岗位管理制度由外生性制度向内生性制度转变;从输入控制向过程监督和结果考核转变;根据事业单位的发展定位和业务特点细分岗位类别,完善岗位管理要素;实行动态管理,激发事业单位的组织运行活力;合理界定各项相关管理制度的定位和相互关系,协同推进各项制度的改革。Post management system is one of the basic management systems of public institutions. However, in practice, some public institutions have still not achieved the management objectives of setting posts, adapting people to posts, fixing salaries by posts, and changing salaries by posts. The effectiveness of post management system needs to be improved. Taking professional and technical posts as an example, from the rationality of system design, the implementation of system and the self-renewal of system, the post management system has the following problems: erogeneity of system, deviation of post setting from actual needs, difficulty in implementing post employment, lack of flexibility in post management, etc. From the perspective of system effectiveness, to perfect the professional and technical post management system, we should innovate the government management mode and promote the post management system to change from exogenous system to endogenous system and from input control to process supervision and result assessment;we should subdivide job categories and improve job management elements according to the development orientation and business characteristics of public institutions;we should implement dynamic management and stimulate the vitality of the organization and operation of institutions;we should reasonably define the positioning and mutual relations of various relevant management systems, and coordinate promotion of the reform of various systems.
