社会保障水平的适度性分析——以西部欠发达地区甘肃省数据为样本

摘　　要：选取甘肃省2007—2016年的数据为分析样本,以社会保障支出水平为切入点,综合运用定性与定量相结合的方法,从"拉动效应""推动效应"函数方程及社会保障水平测定模型测算,并分析甘肃省社会保障水平与经济发展水平适度原则。结论表明:甘肃省近10年来社会保障水平并不适度,呈现为该地社保支出水平明显快于经济发展水平,地方财政社会保障支出过快及社会保障支出比例严重失调等问题,同时就造成甘肃省社会保障水平不适度的原因进行分析并提出相关改进建议。This paper selects the data of Gansu Province from 2007 to 2016 as the analysis sample, takes the level of social security expenditure as the breakthrough point, uses the method of combining qualitative analysis with quantitative analysis, calculates and analyzes the social security level and economic development level of Gansu Province from the function equation of “pull effect”“push effect” and the measurement model of social security level. The conclusion shows that the social security level in Gansu Province is not moderate in the past 10 years, which shows that the social security expenditure level in Gansu Province is obviously faster than the level of economic development. At the same time, there are some problems such as the excessive expenditure of financial and social security and the serious imbalance of the proportion of social security expenditure, at last, it puts forward relevant improvement suggestions.
