生态型特色小镇升级与可持续发展的路径与保障

摘　　要：基于新经济增长理论,可将特色小镇划分为生态型、文化型、科技创新型、金融型及人力资本型五类。生态型特色小镇内企业和产业升级与可持续发展主要是通过企业的转型升级带动产业的转型升级,企业和产业升级与可持续发展又将促进生态型特色小镇不断实现升级与可持续发展。生态型特色小镇升级与可持续发展应坚持"创新、协调、绿色、开放、共享"五大发展理念。生态型特色小镇的建设需要统筹政府、市场、智库三重保障体系,发挥三方各自的优势,加强合作,共同推进特色小镇的建设,还应构建资金保障体系,充分保障生态型特色小镇可持续发展的资金来源。According to the new economic growth theory,featured towns can be divided into five types,ecology type,culture type,S&T innovation type,finance type and human capital type. In the ecology-typed featured towns,the upgrading and sustainable development of enterprises and industries are mainly driven by the transformation and upgrading of enterprises and industries,and they,in turn,promote the transformation and upgrading of the towns. The transformation and upgrading of the towns need to adhere to the five development concepts of “innovation,coordination,green,opening and sharing”. The construction of the towns needs to coordinate the triple guarantee system of government,market and think tank,give full play to the respective advantages of the three parties,strengthen their cooperation,and jointly promote the construction of the towns. In addition,it also needs to establish the fund guarantee system,and fully guarantee the source of funds for the sustainable development of the towns.
