摘 要:基于陆海统筹视角,考虑陆域、海洋以及陆海复合经济系统间关系,运用C-D生产函数与索罗余值方程组合模型,并通过中国内地沿海11个省份2006—2016年的投入产出数据来测度科技进步贡献率。结果表明:(1)沿海地区经济增长的主要贡献要素源于资本与科技进步,劳动力贡献率较低。"十一五"至"十二五"时期,陆海整体科技进步贡献率下滑2.1%,资本贡献率下降0.6%,劳动力贡献率上升2.8%;(2)科技进步贡献率提升与R&D经费、R&D科技人员和国家政策规划促进有关,部分沿海省份的陆域与海洋科技进步贡献率变化不同步;(3)科技进步对经济增长的贡献潜力存在区域差异,可分为陆域科技贡献、海洋科技贡献和陆海科技综合贡献三类。Based on the perspective of land-sea coordination and considered the relationship between the land,sea and land-sea economic system, this article adopted the combinational model of C-D production function and Solow equation to measure the contribution rate of each feature from 2006 to 2016 in coastal provinces of China.The results revealed that:(1)The main contribution of economic growth in coastal provinces of China is the capital and science & technology(S&T), 47.7% and 40.1% respectively, and the contribution of the labor force was merely 12.2%. From the 11th five-year plan to the 12th five-year plan period, the trend of S&T progress is superior to other features in the growth of economic contribution. The contribution of S&T progress, capital contribution decreased by 2.15% and 0.6% respectively and labor contribution increased by 2.7%;(2)The improvement of the contribution rate of S&T progress is related to the promotion of R&D expenditure, R&D technology personnel training and state-relevant policy planning. The contribution rate of land and Marine S&T in some coastal provinces is not synchronized;(3)There are three types for the development of technology contribution potential, they are the contribution potential of land technology, the contribution potential of marine science and technology and the contribution of land-sea science and technology.
