摘　　要：[目的/意义]突发事件网络舆情知识库的建设在应急管理中占据着重要的地位,建立快速、高效的突发事件网络舆情知识库体系是突发事件舆情管理的重要模块,也是决策部门制定决策的重要依据。[方法/过程]在网络舆情传播规律研究和舆情要素分析的基础上,设计了本体驱动的突发事件舆情知识库,提出ERA本体知识模型,采取UML映射到本体的方式对突发事件网络舆情知识库进行本体建模,并完成突发事件舆情知识库本体表示方法的应用。[结果/结论]以本体为知识表示和知识推理的基本规则、从基于描述逻辑和规则的角度研究突发事件网络舆情可更加全面具体的实现领域分析,设计的突发事件网络舆情知识库可通过知识检索和知识推理对外提供知识服务,为决策部门提供参考与借鉴。[Purpose/Significance]The construction of emergency network opinion knowledge base plays an important role in emergency management. Establishing a quick-response and efficient emergency network opinion knowledge base system is a main module of emergency network opinion management, as well as a vital basis for the decision-making departments.[Method/Process]Based on the research of network opinion transmission law and the network opinion elements analysis, this paper designs the ontology-driven emergency network opinion knowledge base. It proposes the ERA ontology knowledge model and builds an ontology model for knowledge base use UML mapping, it completes the application of the emergency network opinion knowledge base in ontology representation method.[Result/Conclusion]It advocates the basic rules of ontology as knowledge representation and knowledge reasoning and studies the network public opinion of emergencies from the perspective of description logic and rules, so that domain analysis can be more comprehensive and concrete. The emergency network opinion knowledge base it designed can provide services by knowledge retrieval and knowledge reasoning and thus provides reference for decision-making departments.
