摘 要:近年来,江西省洪水灾害频发,给省内社会经济发展和人民群众生命财产安全带来严重影响。洪灾难以避免,如何有效防灾减灾已成亟待解决的问题。本文以江西省重点防洪保护区之一——蒋巷联圩防洪保护区为例,选取保护区堤防标准以上等级洪水作为模拟洪水量级,充分考虑赣江和鄱阳湖洪水遭遇组合情况,研究圩区内遭遇最大量级洪水工况下,人口避洪转移情况。并基于ArcGIS软件,利用空间分析法确定区内避洪转移路线,绘制相应避洪转移图。分析结果可为该地相关部门在防灾减灾等工作中提供决策依据。In recent years, the disaster by flood was occurred frequently in Jiangxi province. It often has a serious impact on the development of social and economic and the safety of people's lives and property. The flood disaster is inevitable, so how to prevent effectively is most important. In the case of Jiangxiang Dike, which is the most important of Jiangxi dike, the flood evacuation is analyzed based on the maximum flood, and considered with the combination of flood encounter in Ganjiang river and Poyang lake. And the flood evacuation route is planned by the space analysis method in ArcGIS, and the paper develops the flood evacuation map. The result is provided to the decision basis for rescuing operation about disaster prevention and reduction.
