摘　　要：当前的社会治理,需要复杂性思维。监狱工作的复杂性,是社会复杂性的突出体现。复杂社会的系统性、不确定性、异质性、秩序的复杂性等特征,影响了犯罪的多样性。对监狱管理者在内的社会治理人员而言,需要从社会管理的工具理性转向治理的价值理性;以再组织化实现价值重构;注重社会学习,构建回应型政府;培育社会组织,尊重社会自组织功能;对民众实行社会主义民主法治再教育,强化社会治理。从监狱管理理念转变出发,还罪犯以公民权利,重视犯人心理心态调适,惩教结合,以信息化促转型升级,真正做到复杂化、精细化治理,实现监狱管理效能提升,这是复杂社会治理的重要组成部分。The current social governance requires complex thinking. And the complexity of prison work is the prominent embodiment of social complexity. The characteristics of complex society,such as systematicness, uncertainty, heterogeneity and complexity of order, affect the diversity of crimes. For the social administrators including prison managers, it is necessary to shift from the simple tool rationality of social management to the value rationality of governance, and value reconstruction shall be realized by re-organization, and responsive government be constructed by focus on social learning, the function of social self-organization be respected through the cultivation of social organization, the people be reeducated with socialist democracy and law. The purpose of all is to strengthen social governance. Starting from the transformation of the concept of prison management, it is an important part of complex social governance that criminals should take civil rights, and the importance shall be attached to the adjustment of prisoners' psychological state of mind, combining punishment with education and promoting the transformation and upgrading through informatization so as to really achieve complicated and refined governance and the improvement of the efficiency of prison management.
