摘　　要：养老机构在日常运营中存在着各种风险,必须增强风险意识,正确分析风险原因,采取合理的防控措施,积极规避,防范风险,才能有效减少风险造成的损失。本文聚焦养老机构运营风险,就如何树立风险意识,采取有效的规避对策以提升养老机构的自我发展能力进行探讨。在意外事故风险规避方面,本文提出构建基于PDCA周期的事故防范管理体制。在法律风险规避方面,建议推出涵盖养老机构职员、设施及与运营相关的综合法律法规,要求养老机构加入损害赔偿责任保险,以界定损害赔偿责任与义务。There are various risks in the daily operation of pension institutions. We must enhance risk awareness, correctly analyze the causes of risks, take reasonable measures to prevent and control them, so as to effectively reduce losses caused by risks.This paper focuses on the operational risk of pension institutions, and discusses how to establish risk awareness, take effective evasion strategies, and enhance the self-development capacity of pension institutions.In the aspect of accident risk avoidance, this paper proposes the construction of an accident prevention management system based on the PDCA cycle.In terms of legal risk avoidance, it is suggested that China should introduce comprehensive laws and regulations covering staff, facilities and operations related to pension institutions, and ask for compensation liability insurance for the elderly institutions to define liability and obligation for damages.
