摘　　要：目的分析"十三五"前期云南省妇幼保健服务的不足和问题,以及影响妇女儿童健康的知识和行为因素,提出"十三五"后期妇幼健康教育的对策和措施。方法研究国家和省级妇幼健康政策文件有关健康教育的要求与策略,分析2017年省级基本公共卫生和重大公共卫生妇幼项目评估报告/工作报告,以及妇幼卫生年报和相关专项报表。结果目标人群在参与妇幼保健活动方面存在差距,导致妇幼保健服务利用率不足,妇女儿童健康面临挑战。结论由于妇幼保健机构健康教育能力建设不足,导致在服务过程中,对于项目和保健服务的宣传动员不到位、保健知识传播和政府惠民政策的普及不广泛、不深入。Objective To analyses the deficiencies and problems of maternal and child health services,as well as the knowledge and behavioral factors affecting the health of women and children in the early 13 th Five-Year Plan period,then puts forward the countermeasure and measures for health education in the late 13 th Five-Year Plan period in Yunnan Province. Methods The requirements and strategies of health education in the national and provincial maternal and child health policy documents,the evaluation report/work report of the provincial basic and major maternal and child health projects in 2017,and the annual report of maternal and child health and related special reports were analyzed. Results Gaps remain in target population participating in maternal and child health care activities,which led to insufficient utilization of maternal and child health services along with challenges to women and children’s health. Conclusions Due to the insufficient capacity building of health education in maternal and child health care institutions,it remains the lack of publicity and mobilization of projects and health services,and limit the health knowledge spreading and government’s farmer-friendly policy dissemination.
