摘 要:伴随区域公共议题日渐突出,传统的治理模式难以适应日益复杂的公共管理实践,许多公共事务由于涉及不同管辖区,已经超出了单一行政区划的范畴,演变成跨行政区公共服务难题。这一转变在理论脉络上体现为府际关系到区域公共治理的变迁,在治理机制上体现为整体性治理对传统官僚组织模式的完善,在政策演化上体现为从地方政府竞争到寻求合作治理的努力。跨区域公共服务的供给必将经过理论和实践探索,搭建多方合作治理的架构和机制。With the regional public issues becoming increasingly prominent,the traditional governance mode has been difficult to adapt to the increasingly complex public management practice.Many public services,which involve different jurisdictions,have gone beyond the scope of single administrative divisions and become a public service problem across the administrative area.This transformation is embodied in the theoretical context of intergovernmental relations to the change of regional public management,and the governance mechanism is embodied in the improvement of the traditional bureaucracy and the evolution of policy from local government competition to cooperative governance.Finally,the supply of trans_regional public service will be explored through theoretical and practical exploration,and the structure and mechanism of multi-party cooperative governance will be set up.
