凭单制政府购买公共服务:一般机制与中国实践

摘　　要：凭单制政府购买公共服务是一种在机制设计上综合了政府集中化决策与消费者分散化决策的制度安排,有利于提高公共服务资源配置效率和服务质量,并降低政府实施购买服务的管理成本。实施凭单制政府购买公共服务,依赖于充分竞争的公共服务市场、服务具有排他性并可收费等适用条件,在管理机制上以凭单而非合同为中心,在服务承接主体确定途径上通常不使用政府采购方式,与合同制形式的政府购买公共服务存在较大差异。从我国的探索实践看,以凭单制形式实施政府购买公共服务,促进了公共服务的质量改善、效率提高、行业发展和管理模式创新。The voucher system of government purchase of public services is an institutional arrangement that integrates the centralized decision making of the government and decentralized decision making of consumers in the mechanism design,which is conductive to improve the efficiency of public service resource allocation and service quality,and reduce the management cost of government purchase of services.Implementation of voucher system of government purchase of public services depends on suitable conditions such as full-competition public service market,exclusive and able to charge services and so on.The new management mechanism focuses on voucher rather than contract,and usually does not determine the service suppliers in the way of government procurement,which could be quite different from contracting out for public services. From the perspective of China’s exploration and practice,the purchase of public services by the government under voucher system has promoted the quality improvement,efficiency advancing, industry development and management mode innovation of public services.
