摘　　要：党政主要负责人履行法治建设第一责任人制度是一种政策性制度,包括问责依据、问责主体、责任主体、问责情形、责任形式等实施要素。这一制度目前存在责任主体范围较窄、评价标准不明、监督机制不健全等问题,影响了该制度的实施效果。应扩展责任主体范围、构建法治建设工作成效评估体系、健全制度运行的监督机制等,提高党政主要负责人履行法治建设职责的能力,以健全并保证该制度的贯彻落实。The system of the first person responsible for the implementation of the rule of law is a policy system,which includes accountability basis,accountability subject,responsibility subject,accountability situation and responsibility form.At present,there are some problems in this system, such as the narrow scope of the main body of responsibility,the unclear evaluation criteria,and the imperfect supervision mechanism,which affect the implementation effect of this system.As a result, it is necessary to expand the scope of the main responsibility,build an evaluation system of the effectiveness of the construction of the rule of law,improve the supervision mechanism of the operation of the system,and improve the ability of the main party and government leaders to perform the responsibility of the construction of the rule of law,so as to improve and ensure the implementation of the system.
