政治机会结构视域下公众非制度化利益表达的发生机理——基于环境群体性事件的案例分析

摘　　要：非制度化利益表达是利益主体无法通过组织化利益表达途径的情况下,采取制度之外的非规范手段表达利益诉求的利益表达形态。基于制度结构与社会行动者互动的分析框架,政治机会结构理论构成了发生学意义上非制度化利益表达的重要分析工具。封闭的环境决策体制、精英联盟对抗议议程的建构、媒体的情绪化传播以及地方政府的不当回应为公众采取非制度化方式表达利益诉求提供了政治机会,共同引发了环境群体性事件中公众非制度化利益表达的发生。Non-institutionalized interest articulation is the kind of articulation when stakeholders cannot articulate their interest in institutionalized ways and hence resort to those non-normative means outside institutions.Based on the analytical framework of institutional structure and interaction between social agents,Political Opportunity Structure Theory constitutes an important analytical tool for non-institutionalized interest articulation in an embryological sense.Closed environmental decision-making system,the construction of protest agendas by the alliance of elites,the emotional media circulation,and impropriate responses from local government altogether offer political opportunities for people to articulate their interest in non-institutionalized ways,which also arouse the occurrence of people’s non-institutionalized interest articulation in environmental mass incidents.
