摘　　要：如今,创新已经成为引领发展的第一动力,知识产权制度作为激励创新的基本保障,其重要性日益凸显。目前,我国正着力实施专利质量提升工程,全面促进专利创造、申请、审查、保护和运用全链条各环节的质量提升,加快实现专利创造由多向优、由大到强的转变。由于专利的价值具有其特殊性,如何科学客观地评价专利价值,从大量的专利中筛选出高价值专利,是专利相关工作者的重要工作。文章提出一种专利价值评价模型,从技术、法律、经济三个维度对影响专利价值的因素进行分析,建立专利价值评价指标体系,为相关专利工作者及市场主体提供参考。Nowadays,innovation has become the first driving force to lead the development.Intellectual property system as the basic guarantee to stimulate innovation,its importance is becoming increasingly prominent.At present,China is making great efforts to implement the patent quality improvement project,comprehensively promote the quality improvement of patent creation,application,examination,protection and application of the whole chain,and speed up the transformation of patent creation from multi-to excellent,from large to strong.Because of the particularity of the value of patents,how to evaluate the value of patents scientifically and objectively and screen out high-value patents from a large number of patents is an important work of patent-related workers.This paper puts forward a patent value evaluation model,analyzes the factors that affect the patent value from the three dimensions of technology,law and economy,and establishes the patent value evaluation index system,which provides a reference for the relevant patent workers and market subjects.
