摘 要:2017年以来城市人才争夺如火如荼,具有省会为主、各线发力、多维补贴、百策求贤的特点。我国人口红利下滑、产业结构转型需求等因素是推动人才争夺的主要原因。认清人才争夺战的利弊,引进人才与本土人才的培养并重、政府引才和市场选才并重、政策支持和城市公共服务并重、重视高端人才和多元化的人才观念并重是理性构筑城市人才高地的必然选择。Sinee 2017, the scramble battle for urban talents has been in full swing, which is characterized by main battlefields in provincial capitals, efforts by other city governments, various subsidy policies and multiple methods for talents attracting. The main reasons for the scramble battle are factors such as the worsen situation of our national demographic dividend and the need of transformation of industrial structure.Therefore, to rationally build a city that talents will flock to, it is indispensable for us to achieve missions as follows: figure out pros and cons of talent scramble battles and attach equal attentions to the talents introduction and local talents cultivation, to the talents introduction by government and selection by market, to the supporting policies and urban public services and to the philosophy that gives priority to both high-end talents and diversified talents.
