摘　　要："互联网+政务服务"远比缺少技术逻辑作用的政务服务提供过程要复杂得多。中国情境的研究工作来解释"互联网+政务服务"发展的成功经验,并持续推动政府治理创新。通过国家1998-2016年期间的相关政策文献制定者社会网络分析,刻画出政策文献呈现的多元参与方网络结构和治理关系变化过程,识别出两办、领导小组、三部委在不同时期技术-制度网络治理过程中的关键角色。不同的领导小组持续塑造了技术-制度网络,而2008年国务院机构改革后的三部委则依靠其资源配置能力塑造了"互联网+政务服务"发展的系统稳定性和参与方的关系弹性。治理启示在于,具有较强路径依赖特征的行动能力约束和技术结果考评的政策组合,适合政策制订者持续推动"互联网+政务服务"发展,当然还要制定相应政府创新政策以包容其他参与方的创新活力。The "Internet plus government services” is more complex than the process of government service delivery lacking of technical logic. It is necessary to provide an effective experience and governance suggestions for China's governments. According to the policy documents from 1998 to 2016, this paper uses social network analysis ( SNA ) to delineate the dynamic process of network structure and network relations among the policy actors. In addition, it finds that the two offices ( General Office of the CPC, and General Office of the State Council ), the Central Leading Group for Network Security and Information Technology ( CLGNSIT ), National Development and Reform Commission ( NDRC ), Ministry of Industry and Information Technology ( MIIT ) and Ministry of Finance ( MF ) have played decision roles in the process of the formation of a technology-institution network. This paper suggests that the two offices set up a technology-institution network, and the NDRC, MIIT, and NDRC make the stability and flexibility of uInternet plus government servicesn . Besides, the decisionmakers should use the policy tools ( e.g., administrative regulation and performance evaluation ) to better promote the development of u Internet plus government servicesn .
