法律规约下的公共图书馆转型与服务——美国纳什维尔公共图书馆的启示

摘　　要：文章以获得2017年度图书馆奖的美国纳什维尔公共图书馆为例,剖析公共图书馆因应社会转型期用户需求变化而开展的生动活泼的创新服务,探讨其在制度设计、管理模式、组织结构等方面的做法。结合我国国情,针对《公共图书馆法》的要求,对图书馆的设立和保障、实施总分馆制、法人治理改革、引入社会力量参与和服务体系建设等提出对策。The Public Library Law of the People’s Republic of China,officially implemented on the January 1st 2018, provides a strong guarantee for the public libraries during the transition era. Aiming to be inspiring for implementation of the Public Library Law, this paper makes an analysis of Nashville Public Library’s transformation and service innovation under the law, including the system design, management model and organizational structure. It then puts forward some suggestions for public libraries to respond to the implementation of The Public Library Law of the People’s Republic of China,focusing on their establishment and guarantee,the main-branch library system, the reform of corporate governance, the introduction of social forces, and the construction of public service system.
