元治理视域下“一核多元”治理体系构建路径研究

摘　　要："元治理"强调政府的中心地位,政府为在共治体系中实现平衡,需要做好领导统筹、协调各方的工作,与我国当前的"一核多元"治理模式高度契合,"一核"为党委和政府,"多元"即社会、市场、公众等其他治理主体。"元治理"视域下,党委是领导核心、政府是负责主体、社会是积极力量、公众是坚实基础、法治是必要保障。构建"一核多元"治理体系,应从完善党委核心政府负责的元治理架构、建立科学有效的领导统筹体制、打造共建共治共享的社会治理格局和完善法治保障机制入手。The theory of“meta-governance”believes that in order to achieve a balance in the system of co-governance,the government needs to do a good job in coordinating and coordinating the work of all parties.The“meta-governance”theory emphasizes the central position of the government and is highly compatible with China's current“one-core and pluralistic”governance model.One“core”is the party committee and the government,and the“diversity”is the social,market,citizen and other social governance subjects.Under the vision of“meta governance”,the party committee is the core of leadership,the government is responsible for the main body,the society is a positive force,the public is a solid foundation,and the rule of law is a necessary guarantee.Therefore,to build a“one core and multiple”gov-ernance system,we can start from perfecting the meta-governance structure of the core government of the party committee,establishing a scientific and effective leadership overall planning system,building a social governance pattern of building and co-governing and sharing the rule of law.
