摘　　要：为了科学评估舰艇指控系统软件的质量,提高军舰作战指挥的整体水平,在对舰艇指控系统进行深入分析的基础上,提取了与系统紧密相关的质量要素,探讨了评估的准则和指标量化的主要困难,利用系统质量要素之间的相互关系提出了基于判断矩阵和系统理论的量化评估解决方案。In order to scientifically evaluate the quality of the shipboard C^3I system software and enhance the overall level of naval operations commanding,based on a deep analysis for shipboard C^3I system,the paper extractes the quality elements closely related to the system,discusses the main trouble and the criteria for assessment.Finally,this paper proposed a quantitative assessment solution based on judgment matrix and system theory by making use of the relationship between system quality elements.
