摘 要:采用三阶段DEA模型对我国各省级区域"十一五"和"十二五"时期粮食生产效率进行测算与评价,并探讨其演变规律与特征,为提高我国粮食生产效率提出政策建议。结果表明:1)三阶段DEA模型能够甄别传统DEA模型对纯技术效率和规模效率测算的偏误; 2)调整后的测算结果显示,我国粮食生产效率呈现大面积、大幅度下降趋势,纯技术效率的下降是制约粮食生产效率提高的瓶颈;粮食生产效率地域差异特征明显,江苏、吉林、黑龙江、安徽等4省始终处于技术效率前沿,西北及沿海地区则为综合效率值的主要提升区域。基于此,提出各省市应根据自身粮食生产效率类型特点,采取加大农业科技投入、调整生产要素投入结构及充分挖掘现有资源投入潜力等建议。The three-stage DEA model was used to measure and evaluate the grain production efficiency of the 11 th and 12 th five-year periods in China’s provincial regions,and its evolution rules and characteristics were explored to propose policy recommendations for improving China’s grain production efficiency.The results showed that:1)The three-stage DEA model could identify the pure technical efficiency and the scale efficiency overestimated or underestimated bias of the traditional DEA model;2)The adjusted efficiency showed that China’s grain production efficiency of a large area had a significant downward trend,the decline in pure technical efficiency was the restricted bottleneck of production efficiency;Regional differences in grain production efficiency were obvious,Jiangsu,Jilin,Helongjiang and Anhui were always in the forefront of technical efficiency,northwest and coastal areas were the main increased regions of overall efficiency. So the provinces and municipalities should take measures such as increasing investment in agricultural science and technology,adjusting the input structure of production factors and fully exploiting the potential of existing resources according to the characteristics of their own grain production efficiency.
