农地确权、土地流转与农村劳动力非农就业——基于不完全契约理论的视角

摘　　要：农地确权制度在一定程度上解决了农地不完全契约问题,深刻影响农户优化配置土地、劳动力资源。建立劳动力非农就业的人力资本模型,使用中国健康与养老追踪调查2011～2015年面板数据,实证检验农地确权推动土地流转,影响劳动力非农就业的机制。研究发现,农地确权稳定了纯务农型户主的生产预期,使户主农业劳动时间增加;确权促进了农业规模化经营,使兼业型户主的农业打工劳动时间增加,降低了其非农就业概率;确权限制了政府和村集体对农地的剩余控制权,使纯非农就业型户主外出务工时间增加。农地确权推动土地流转进而影响劳动力就业选择还存在明显的滞后效应。文章的政策含义在于,推动农地确权制度改革,解决农地的不完全契约问题,进一步推动农村非农劳动供给,缓解人口红利消失对我国经济下行压力。The land entitlement solves the incomplete contract of contracted land,and impacts the allocation of land and labor owned by the peasant. The paper sets up the human capital model,uses the2011~2015 CHARLS data to test the mechanism of the land entitlement,land transfer and non-farm employment. The results indicate that the land enti. tlement pushes the agricultural production of pure farming type of household,increase the heads of agricultural manage. ment work hours. The land entitlement pushes the agricultural scale management,increases the heads of agricultural work hours,and reduces the probability of non-agriculture employment. The land entitlement limits the residual rights of control of government and village collectives,increases the migrant hours of the non-agricultural types heads. There is the lag effective of the land entitlement to labor employment. We gave the advice that carrying on the entitlement pol. icy will increase the supply of the immigrant in rural and push the economic growth.
