摘　　要：探索建设中国特色自由贸易港是新时代党和国家赋予海南的重大战略使命,是党中央着眼于国际国内发展大局,深入研究、统筹考虑、科学谋划作出的重大决策,是我国进一步扩大开放的重大举措。这就需要把海南自由贸易港打造成为全球开放水平最高、最具国际竞争力、最有特点的开放平台,为探索打造人类命运共同体提供示范。与此相适应,以服务贸易为主导的海南自由贸易港,需要对标国际最高开放标准,研究制定具有国际竞争力的产业开放政策、财税政策、贸易自由化便利化政策,以此实现海南自由贸易港的"高度自由、高度便利"。此外,要正确处理好政策与体制的关系,通过理顺中央与地方关系,赋予海南更大经济自主权,建立与自由贸易港相适应的海关监管体制、财税体制、金融体制、行政体制、司法体制等,以此破除束缚发展的体制障碍,使自由贸易港政策效应充分释放,从而为加快海南自由贸易港建设进程提供重要保障。Building a free trade port with Chinese characteristics is a major strategic mission given to Hainan by the Communist Party of China and the country in the new era.It is an important decision made by the CPC Central Committee with a view to the overall situation of international and domestic development,in-depth research,overall consideration and scientific planning,which is also a great measure for China to further opening up.This requires to build Hainan Free Trade Port into an open platform which has the highest level of openness and is the most internationally competitive and characteristic in the world,and to provide a model for exploring ways to build a community of Shared future for mankind.In line with this,the Hainan Free Trade Port with service trade as the dominant factor for further opening up,needs to match the highest international open standards,and develop industrial open policies with international competitiveness,fiscal and taxation policies,and trade policies with liberalization and facilitation to achieve a high degree of freedom and convenience.In addition,in order to break the institutional and mechanism barriers of development,and fully release the policy effect of the free trade port,thus providing an important guarantee for accelerating the process of building Hainan must be properly dealt with through rationalizing the relationship between the central and local governments,giving Hainan greater economic autonomy,and establishing institutional systems such as the customs supervision system,fiscal and taxation system,financial system,administrative system,and judicial system that are compatible with the free trade port.
