摘　　要：住房保障发展不平衡不充分,既是当前影响民生的重要短板,也是实现全体人民住有所居亟需解决的关键问题。本文结合我国经济体制转轨背景,依据十九大有关住房问题的新思想和新战略,梳理归纳了住房保障发展不平衡不充分的表现,深入剖析了现象背后的成因,最后提出新时代完善我国住房保障制度的政策建议。本文贡献集中在以下两点:(1)立足于中国特色社会主义新时代,从宏观视角揭示出经济社会发展结构性失衡是住房保障发展不平衡不充分的根源。(2)结合住房保障发展不平衡不充分的表现和成因分析,从精准施策、完善绩效考核、多元供给和行政协同等方面提出优化住房保障制度的政策建议。The unbalanced and inadequate development of housing security is not only the weakness in people’s livelihood, but also the important problem that we should solve to achieve the goals that all the people’s living need should be met. Based on the new ideas and new strategies of the 19th National Congress of the CPC on housing issues, this paper makes a deep analysis of unbalanced and inadequate development of housing security, explores its causes in light of the background of China’s institutional transition, and then provides some policy suggestions for improving China’s housing security system in the new era. The innovations of this paper are as follows: firstly, under the background of socialism with Chinese characteristics for a New Era, it makes an overall analysis and research on the problems & causes of unbalanced and inadequate development of housing security from a macro perspective. Secondly, it puts forward some innovative suggestions, such as strengthening the targeted policy designing and precise policy implementation of housing security, improving the performance management system, establishing the multi-supply forms and administrative coordination mechanism of the housing security.
